What is PAVER?

PAVER is a pavement maintenance management system that was developed in the late 1970s to assist the Department of Defense (DOD) in managing the care and repair of its extensive pavement infrastructure. Utilizing inspection data and a Pavement Condition Index (PCI) that ranges from zero, indicating complete failure, to 100, indicating optimal condition, the system effectively assesses pavement conditions and predicts future maintenance needs. The PCI for airport pavements was established as an ASTM standard in 1993 (D5340-10), while standards for roads and parking lots were adopted in 1999 (D6433-09). PAVERâ„¢ conducts a variety of analyses that facilitate the strategic allocation of maintenance and repair resources. Its development has been supported by organizations such as the US Air Force, US Army, US Navy, Federal Aviation Administration, and Federal Highway Administration, highlighting its significance. Additionally, Colorado State University offers training and technological support for non-DOD users, which broadens its availability.
