What is OpenTofu?

OpenTofu represents a fork of Terraform, launched by a consortium of companies such as Gruntwork, Spacelift, Harness, Env0, and Scalr, in response to HashiCorp's shift from an open-source license to the Business Source License (BUSL). This initiative has attracted substantial support from a diverse array of stakeholders. From a technical standpoint, OpenTofu 1.6.x is quite similar to Terraform 1.6.x in terms of features, yet the two projects are anticipated to diverge over time. A notable difference is that OpenTofu functions as an open-source project, which seeks to promote collaborative development without being under the control of a single organization. While companies may encounter difficulties when making the switch to a new platform, the risks associated with staying on a project that alters its licensing unexpectedly can be even greater.
